The Bill Harvest (BH) project seeks to build a technologically innovative system and service for those that don’t have the skills and/or the time to obtain a better deal from the utilities providers. BH harnesses the power of the collective to create a more demanding demand side in the utilities markets, where the information overload and complexity has insidiously smothered the consumer choice. The service will allow consumers to delegate their dealing with retail corporations and utilities service providers by providing a professional purchasing manager with industry pricing expertise to make the decision for them on which tariff/supplier/contract to be on – and further to manage the switching process. This is in effect creating a hybrid Mass Customization (systems that combine the low unit costs of mass production processes with the flexibility of individual customization1) and Concierge Service platform that will allow for further innovations to collective purchasing. There are a number of utilities switching services and price comparison sites online, and most of them can benefit the consumer if they get involved. And that is the crux of the matter; getting involved. The Bill Harvest project will move with current Government priorities and bridge the information overload and complexity in choosing from insurance, energy providers, communications providers (internet, landline, mobile and TV) banks and software providers to create a single point of contact. In particular for those consumers that are disenfranchised by lack of computer skills, as well as those that are time poor through family or work commitments. The Industrial Revolution of the later part of the eighteenth century saw the rise of the trade unions to balance the power of the wealthy industrialists. An advance in technology again offers the chance to organize groups with common requirements as the power of the corporations has become imbalanced - in the context of a competitive market.
