With a staff of two at BAPLA we do not have any R&D or technical expertise. BAPLA identified the need to create a software system that solves the technical problem of linking usage data for images with rights holders, ensuring precise data exchange, transparent reporting and remuneration. As we do not have the technical knowledge we need to seek external advice to scope out technical components and parameters to establish budgets and ensure we can delivery this product within a set time frame.
