Formed in 2018, SYNALOGiK Innovative Solutions Limited is a UK based technology company, founded by experts in data science, intelligence, security and investigation. Alpha-versions of the company's cloud-based software, SCOUT, have been developed and successfully deployed within public and private organisations. This project, in collaboration with the University of West England (UWE), University of Reading and a number of private and public sector ecosystem partners, seeks to transform the Suspicious Activity Report (SAR) regime. The UK is vulnerable to a wide range of economic crime and terrorist activity with an estimated cost of £137bn per-year, with threats and risks becoming more complex as criminals adapt to Security, Intelligence and Law-enforcement responses, and exploit technology advancements to avoid detection. The National Crime Agency (NCA) Suspicious Activity Reporting (SAR) regime is the UK's first line-of-defence, but regrettably the current complicated manual-driven system is considered deficient. An absence of significant functionality including classification of urgency, risk-assessment and threat levels, dissemination processes and evidential gathering procedures means there is growing inability for organisations to cope with the increasing volumes of SARs; 20% Year-on-Year growth in submitted SARs. This project will see the development of an advanced technology Platform, capable of transforming current investigation processes from manual data repository searching formats into automated data analytics processes and flow control functionality. This will be applied throughout all SAR stages incorporating automatic prioritising, categorisation, and dissemination functionality to rapidly evaluate criminal activity and distribute to the most relevant private/public authorities.Through the development of ML/AI-based analysis and automation capabilities, Synalogik will create an enriched intelligence picture for authorities, supporting instant critical decision-making for operational commanders to safeguard the public.

Formed in 2018, SYNALOGiK Innovative Solutions Limited is a UK based technology company, founded by experts in data science, intelligence, security and investigation. Alpha-test version of their cloud-based software, SCOUT, has been developed and successfully deployed within insurance and police organisations. The platform is ISO27001 certified and has passed ICO commercial due diligence. Fraud costs the public sector at least £20.6bn annually, with an increasing and emerging trend of complex OCG (Organised Crime Group) activity. The impact of fraud is beyond financial, often creating traumatic experiences for victims and devastating social impacts, reducing confidence in public sector financial care. In collaboration with the University of West England and eco-system partners, Synalogik will leverage joint cooperation between government departments to identify essential data feeds, building a shared information model, creating a unique and UK-first OCG Single Intelligence Environment (SIE) tool to detect fraud nationally. The solution will provide quantifiable time, cost, and quality improvements for government analysts in identifying, detecting and evidencing fraud. Disruption of LGA fraud and an increase in the number of offenders prosecuted will mean that public resources can be used more effectively to provide key services to the most vulnerable in UK society and a more secure space for the general public.

Synalogik has developed a unique solution, at the cutting edge of revolutionary intelligence management, to automate the identification of fraudulent activity. This Platform, SCOUT, increases the efficiency, capability and capacity of organisations who rely on information to make intelligent and evidence-based operational decisions. With current processes reliant on manual investigation, Synalogik provides a disruptive technological solution to a variety of commercial, intelligence, security, investigation and UK Government related challenges. Core to this is the automation of data analysis that draws intelligence on-demand from disparate data sources, providing organisations with actionable intelligence in a fraction of the time, and at a fraction of the cost of current approaches. This R&D project focuses on the development and testing of increased Platform functionality, specifically the incorporation of anti-fraud (AF) and anti-money laundering (AML) and benefit fraud (BF) models for affected Government organisations such as; HMRC, DWP, NCA, Law Enforcement. Additionally, the transformation of specific identification, detection, evidential and counter-measures to better predict patterns, trends and future criminal operating processes involving fraud across private and public sectors, both in the UK and, with global data sets, overseas. R&D project will focus on increasing the capabilities of this technology, through the integration of Government datasets to enable enhanced risk assessment profiles to be drawn and decision making made far easier through greater understanding of analysed and risked scored fraudulent activity. This will be a step-change for the industry delivering sizeable benefits to private and public organisations and the UK economy.

The company has a vision to tackle the increasing challenge of countering Criminal Activist Finances (CAF) through traditional banking, cryptoassets and internet activity across the UK and globally. In collaboration with the University of the West of England, Synalogik seeks to develop a unique solution, at the cutting edge of revolutionary intelligence management, to automate the identification and detection of criminal activist finances in a matter of minutes as opposed to several hours or days of manual repository research. Through the development of the Scout™ Platform there will be enormous savings in time and resources for law enforcement departments resulting in improved speed, productivity and operational effectiveness when dealing with criminal detection and prevention. With current law-enforcement processes reliant on manual investigation, Synalogik provides a disruptive technology solution to a variety of commercial, intelligence, security, investigation and UK Government related challenges. Core to this is the automation of data analysis that draws intelligence on demand from disparate data sources, providing organisations with actionable intelligence in a fraction of the time and cost of existing approaches. As a collaborative project Synalogik and the University of the West of England will focus on developing the capabilities of this technology, through cutting-edge R&D, integration expansion and testing of increased Platform functionality, operating over multiple UK and foreign datasets to better predict and identify criminal activist finances across private and public sectors. Additionally, Synalogik's limited secondary objective is to R&D integration models for the first international 'collaborative intelligence systems' used in the UK, Europe and globally specific to CAF.

Feasibility Studies
Synalogik through the deployment of its innovative technology will provide assistance to Her Majesty's Revenue and Customs (HMRC) and its beleaguered Staff during the period of national crisis concerning the Covid-19 pandemic. Synalogik will transform the on-line Coronavirus Job Retention Scheme (CJRS) validation system through R&D concerning the integration of an automated process which considerably improves the implemented manual claimant verification check procedures and practices. The current approach is labour intensive; manual processes are required to verify new claimants which require extensive time to validate. The current Covid-19 claims processes will be entirely different from the norm and potentially incapable of full verification due to the overloaded system. HMRC is not designed to cope with such an amount of new data and therefore is potentially ill-equipped for these extreme circumstances. Deploying a Cloud-based technology capability will assist HMRC investigators and analysts by significantly reducing valuable resources and saving significant time whilst conducting the necessary verification checks. Additionally, the advanced technology named 'Scout' identifies those claims which had risk assessment/indicators associated to their applications which gave rise to preventing fraudulent applications by individuals or organised crime groups (OCGs) targeting the CJRS scheme deliberately, whilst HMRC are under unprecedented pressure due to the underestimated applications sought within a few weeks due to the pandemic. Synalogik has developed a unique solution, at the cutting edge of revolutionary intelligence management, to automate the identification, detection and evidencing of fraudulent financial activity by individuals or OCGs. The Platform - Scout substantially increases the efficiency, capability and capacity of organisations, such as HMRC, who rely on information to make intelligent and evidence-based personnel authentication decisions during such circumstances experienced during the unparalleled CJRS applications to HMRC throughout the Covid-19 pandemic.
