The **UK planning system** is hard to navigate. Key data is scattered and randomly updated and has to be collated and sorted manually. It is time consuming and - aggravated by staff shortages - prone to mistakes and omissions, leading to delays and financial waste of around £1.2 billion a year in the UK alone.
PlanningHub UK & EU Ltd (PlanningHub) aims to address some of these core issues by using **artificial intelligence (AI)** and **large language models (LLM)** to provide rapid answers to development planning questions, democratising access to planning data, empowering the public, de-risking the planning process, saving costs and speeding up housing delivery.
There are **two phases to its work**. The first is to **collate all of the information** applicants need in the pre-planning stage: relevant planning clauses; relevant planning law; environmental issues and relevant planning decisions. That should give applicants - individuals, architects, town planners, developers and investors - a Planning Insights Report. The second phase is to determine what documents are needed to support a planning application, if it is possible to **pre-validate** their submission and check for their completeness. It is the second element of PlanningHub's work that is the subject of this feasibility study.
Instant access to all of the relevant planning data in a Planning Insights Report will enable the applicant to predict the outcome of their application, reduce their legislative burden and limit their financial risk.
Pre- validating final submissions would be the next step: a benefit to applicants and hard-pressed planning departments alike. We believe it is possible, but we need to test that hypothesis, which is why we are asking for a feasibility grant.
We have a **strong team** with expertise in both **domain knowledge and AI**, **backed by investment** and **strong partnerships**, including Triptych PD, a renowned planning consultancy with whom we are partnering in this competition.
Our efforts can yield significant **results**, **saving £39 million annually for publicly funded Local Planning Authorities** and **£280 million annually for planning applicants**, as we can significantly reduce omissions, mistakes, and delays in processing their applications.
As a result, this project will positively influence the d**elivery of much-needed housing** and bolster the construction sector, which is a major contributor to the UK economy.

We are already **at work in several London boroughs** and we aim soon to be working across the UK and in other countries where development planning is a challenge.
